Static or moving?
Deciding to engage target arrays while static or while moving is a personal skill level and target dependent question i.e. target size, distance, and risk associated. This setup is fairly straightforward.
4 open paper with one hidden mini popper.
Target distances from start position are as follows:
T1 - 7 yds
T2 - 13 yds
T3 - 18 yds
T4 - 26 yds
Mini popper - 12 yds from end position fault line
The less ideal way is not wrong but it is slower and less efficient. It may be the better choice temporarily if your confidence and shooting on the move skill set hasn't been developed yet. However, the targets and timer don't lie. The difference is significant to say the least. The static then move option actually felt faster to me but it wasn't even close. Personal perception of time in shooting is inaccurate at best. From a match perspective your placing and overall stage efficiency would drastically change. From a defensive standpoint you're not standing still and being a target. Then possessing the capability and confidence to aggressively shoot while moving, remain accountable, and do it at speed is immeasurable.
How and when to shoot on the move is not a skill you manifest on the fly. It has to be understood, developed and tested like any other skill.
